The 2024–2026 Transportation Electrification Plan (TEP) helps make electric vehicles (EVs) more accessible, affordable and convenient for our customers by expanding charging access, providing education and technical support and offering financial incentives that lower upfront costs. This includes expanded resources for customers in need, helping more Coloradans benefit from the state’s growing electric transportation market (external link).
Looking ahead, our 2027–2030 TEP builds on the foundation of prior plans and customer and stakeholder feedback to guide the next phase of EV programs and investments in Colorado.
Our 2024-2026 TEP promotes the adoption of EVs to reduce carbon emissions from the transportation sector. Investments and expenditures supporting these efforts are recovered through the Transportation Electrification Programs Adjustment (TEPA) rider, which appears as “Trans Elec Plan” on customers’ bills. Every October, we file a TEPA request with the Colorado Public Utilities Commission to update the rider for the following year. See the TEP Rider tab below for more information.
In accordance with Decision No C21-0017 in Proceeding No. 20A-0204E, Xcel Energy—Colorado agreed to provide 60/90-day notice to interested stakeholders of material changes to the Transportation Electrification Plan portfolios.
Under the 60-day notice, any proposal to add a new program or product, including innovation projects, or to change technical assumptions or eligibility requirements, requires the company to notify interested stakeholders, after which the stakeholders have 30 days to respond. The company then has 30 days to consider comments and make its decision.
When proposing to discontinue programs or products, the company will issue notice of discontinuance in a 90-day notice to interested stakeholders after which the stakeholders have 30 days to respond. Xcel Energy will then have 60 days after the deadline to consider the comments received and make a final decision on its proposed discontinuance.
