Integrated Customer Program Filing

On July 1, 2026, we submitted a proposal to the Colorado Public Utilities Commission that integrates our existing voluntary customer programs — like energy efficiency, conservation, transportation electrification, demand management and beneficial electrification — into one coordinated plan. This will make it easier for customers to compare options, find rebates and manage their energy use. 

If our proposal is approved as filed by the Commission, we anticipate it would:

  • Increase the average residential electric bill by 2.02%, or $2.12, per month by 2030. The average small business customer would see an increase of 1.51%, or $2.41, per month by 2030.
  • Increase the average residential natural gas bill by 8.74%, or $5.25, per month by 2030. The average small business customer would see an increase of 4.55%, or $10.45, per month by 2030.

Flexible Connection Program

Proceeding No. 26AL-0267E

Our Flexible Connection Program proposal gives customers new ways to access electric service in areas where it’s not immediately available or would require significant grid upgrades. Instead of waiting for infrastructure improvements, customers would voluntarily operate under agreed-upon conditions — like reducing use during periods of high demand — in exchange for earlier access to electric service or the ability to connect energy resources.

Electric Space Heating Rate Pilot

Proceeding No. 26AL-0261E

We recently proposed an Electric Space Heating Rate Pilot to offer a new, voluntary rate option for residential customers who use heat pumps as their main source of home heating. The pilot is designed to better reflect how these customers use electricity, helping make winter heating costs more manageable while keeping rates fair for all customers. It will also provide insights to help inform future rate options as more Colorado customers adopt clean electric heating technologies.

Colorado Natural Gas Rate Review

Proceeding No. 25AL-0538G

Over the past two years, we’ve made significant natural gas system investments to strengthen pipeline integrity, enhance leak detection and modernize infrastructure to protect communities from extreme weather and other risks. On Dec. 29, 2025, we made a proposal to the Colorado Public Utilities Commission to adjust natural gas rates to fund these critical investments. If rates are approved as filed, an average residential customer can expect their monthly natural gas bill to increase about 11.4%, or $7.59, starting in October 2026. The average small business customer will see an increase of 13.0%, or about $36.47 per month.

Colorado Electric Rate Review

Proceeding No. 25AL-0494E

In June 2026, we reached a settlement agreement with some parties that reduces our original rate increase request, adds customer protections and supports continued electric system investments. The agreement lowers the proposed increase from approximately $356 million to $225 million — about 37% less than our original proposal. It also includes bill credits, stronger support for income-qualified households and added accountability tied to system performance.

If approved by the Commission, an average residential customer can expect their monthly electric bill to increase about 5.86%, or $6.13. The average small business customer will see an increase of 5.59%, or about $8.90 per month.

Gas Infrastructure Plan

Our 2025 Gas Infrastructure Plan details projects that are critical to providing safe, efficient and resilient energy service as we work to operate the cleanest natural gas system possible. These foundational investments will also allow us to continue modernizing the system and integrating emerging technologies that will pave the way to a low-carbon future and benefit our customers for years to come.

In June 2026, the Commission issued their final written decision (PDF) approving some parts of our plan, making changes to others and denying some requests.

How We Generate Your Electricity

One of Xcel Energy’s key priorities is to keep costs low for our customers as we proactively work to provide safe, reliable and increasingly clean energy. Today, we serve our Colorado customers with electricity that’s 46% carbon-free and have reduced carbon emissions by 60% compared to 2005 levels.

We use a diverse mix of resources to generate your electricity, and the cost of power delivery and supply of those resources is reflected in customer bills.

How to Submit a Public Comment

The Colorado Public Utilities Commission (external link) encourages public comments on any issue they are considering. You can submit a comment to support or oppose a proceeding in a variety of ways, including: 

  • Completing an online form (external link)
  • Emailing dora_puc_website@state.co.us
  • Mailing the Commission’s offices at: Colorado Public Utilities Commission, 1560 Broadway, Suite 250, Denver, CO 80202. 
  • Calling (303) 869-3490 and leaving a voicemail. Verbal comments can be provided in English and Spanish. 
  • Providing verbal comments at public comment hearings; however, comment hearings are not scheduled for all proceedings. Scheduled hearing information is available on the PUC’s Public Meetings and Events calendar (external link).

When contacting the Commission, be sure to reference the proceeding number associated with the filing.
